Tony Miller, PE, is a Director in Weaver’s Energy Compliance Services practice and is a licensed Professional Chemical Engineer. Tony helps Weaver’s clients understand challenges and opportunities in EPA’s RFS program and DOE’s renewable energy and efficiency programs.
Prior to joining Weaver, Tony had more than 16 years of employment with the Environmental Protection Agency (EPA), including oversight of nationwide fuels enforcement. While with the agency, he led the development of the EPA Moderated Transaction System (EMTS); wrote, implemented, and enforced the fuels regulations (e.g., Part 79, Part 80, Part 1090); and testified in multiple criminal Renewable Fuel Standard (RFS) cases.
Tony has significant experience in conducting and training EPA employees and contractors in inspections of renewable fuels, terminals, retail stations, refineries, marine fuels and engines, vehicle defeat devices, vehicle fleets, and vehicle tampering. He supervised and led EPA enforcement under Title II of the Clean Air Act (CAA) and the Act to Prevent Pollution from Ships (APPS). Tony collaborated with the California Air Resource Board (CARB) and the U.S. Coast Guard related to new technologies and enforcement. He has experience and knowledge of all environmental statutes, including Underground Injection Control (UIC) as it relates to carbon sequestration.
A licensed professional engineer (PE), Tony earned his Master of Engineering degree in sustainable energy engineering and his Bachelor of Science degree in chemical engineering from the University of Maryland.
